This is a transgendered pony. Her parents cut her hair since they thougt it was too long, so She's dying it Celestia styled. She's about as powerful anyways.
And she can fly! But it's very magic draining.
No cutie mark yet, I have one but, she doesn't have it at this point. She's a late bloomer.
